The WTO provides an especially rich context for application and explication of GAL, and for its further development and contribution to global regulatory governance. Besides being a useful lens for examining the current operation of the WTO, GAL theory also provides constructive normative references for critics and for institutional changes to promote more effective and responsive trade regulation in an increasing complex global scenario of competing values engaging a wide variety of constituencies.
