This author analyses the Panel's nature and procedures, and argues that it was created as a response to both internal concerns about the efficiency of procedures, and external NGO pressure to make the functioning of the Bank more transparent and democratic. The article ends with a consideration of the Panel’s effectiveness, based both on a statistical analysis of requests presented and inspections carried out, and on the extent to which the Panel has served as a model for other development banks.  The author concludes that the Panel can only be a partial response to the issue of transparency and democratic control of the Bank, and, further, that a lack of information released by the Bank makes it difficult to determine the ultimate criteria of effectiveness, that is, the ability of the Panel to actually influence Bank actions.
